Saudi Arabia bans syringe-style packaging for topical cosmetics

Saudi Arabia’s Food and Drug Authority is banning syringe-style packaging for topical cosmetics starting January 1, 2027, a move designed to eliminate patient confusion between topical treatments and injectables. Manufacturers and importers have until December 31, 2026, to withdraw non-compliant products or bring them into line with the new standards. Under the updated rules, cosmetic products sold in ampoules or vials must carry explicit warnings in both Arabic and English. These labels must state that the product is for external use only, is not to be injected, that users must avoid eye contact, and that they should use caution when opening. Additionally, marketing materials can no longer suggest that these cosmetics can be administered via injection or skin-penetrating devices.
